Plano-concave, a collimated light beam passing through the lens is spread, then we called it as a negative or diverging lens. The beam after passing through the lens, appears to emanate from a particular point on the axis in front of the lens. The distance from this point to the lens is the focal length. The reason we called negative based on the comparison between the plano-convex positive lens.
